Reconstruction of the Stasys Eidrigevičius Arts Center Adapted for the Provision of New Cultural Services

The Panevėžys City Municipality Administration, together with its partner, the Stasys Eidrigevičius Arts Center, is implementing the project “Reconstruction of the Stasys Eidrigevičius Arts Center Adapted for the Provision of New Cultural Services” (No. 25-304-P-0002).

Problem addressed by the project – an insufficient supply of cultural services in the city of Panevėžys, which reduces the city’s attractiveness to residents and visitors. The main cause of the problem is the lack of conditions for the provision of new cultural services in Panevėžys.

Project objective – to modernize public infrastructure necessary for increasing the supply of cultural services and for providing new cultural services in the city of Panevėžys.

Target groups – residents of Panevėžys, municipal and other public sector institutions and establishments, and non-governmental organizations providing public services.

Project activities:
During project implementation, it is planned to reconstruct the building of the Stasys Eidrigevičius Arts Center (SEAC) (Respublikos St. 40, Panevėžys), expanding it and increasing its functionality, and creating conditions for larger-scale existing cultural activities as well as additional new cultural activities. The project will include the installation of a universal multifunctional hall intended for events, concerts, conferences, educational activities, and other cultural uses; a co-working space on the 2nd floor; additional exhibition halls on the 3rd and 4th floors meeting the highest standards for the storage and exhibition of artworks; artists’ studios on the rooftop level, enabling creative work and the production of artworks; administrative and auxiliary premises; a 53-space underground parking lot in the basement; an archive; and other technical and auxiliary rooms.
The building will be adapted for people with disabilities. Engineering systems will be installed (heating, ventilation and air conditioning; fire alarm; security system; fixed gas fire extinguishing system in the newly added premises on the 3rd–4th floors; rainwater drainage system), as well as interior and exterior lighting. Necessary technological equipment and furniture, draperies, and a wayfinding system (signage) will be procured. The surrounding area will be landscaped, including the installation of a courtyard area with a sidewalk and small-scale architectural elements, and other necessary project activities will be implemented.

Project results:
Upon completion, a fully functioning, modern cultural facility—the Stasys Eidrigevičius Arts Center—will be created. It will provide conditions for delivering new cultural services of high artistic value, ensuring their diversity and accessibility to the city community and visitors. The improved surroundings will contribute to enhancing the city’s image and representativeness, improving quality of life, fostering business development, and encouraging investment.

Project budget – EUR 10,207,559.37 (of which EUR 8,000,000.00 from EU funds and EUR 2,207,559.37 from the Municipal budget). Funding is allocated under the regional progress measure 01-004-07-02-01 (RE) “Improve the accessibility of public services, access to jobs, and the efficiency of the use of resources required for this.”

Project duration: 29 December 2025 – 31 December 2028

PROJECT PROGRESS

29 December 2025 – The Panevėžys City Municipality Administration signed the agreement for the European Regional Development Fund co-financed project “Reconstruction of the Stasys Eidrigevičius Arts Center Adapted for the Provision of New Cultural Services” No. 25-304-P-0002.

19 November 2025 – By Order No. 2025/8-3-421 of the Director of the Public Institution Central Project Management Agency, funding was allocated to the project.

26 November 2025 – The Public Institution Central Project Management Agency approved the project implementation plan.

28 August 2025 – The project implementation plan was submitted to the Public Institution Central Project Management Agency.

25 June 2025 – By Decision No. 1-196, the Panevėžys City Municipal Council approved the submission of the project for European Union fund investments, its partial financing, and implementation.

30 April 2024 – By Decision No. TS-11 of the Panevėžys Regional Development Council, the project was included in the 2022–2030 Panevėžys Regional Development Plan.

28 February 2024 – A proposal to include the project in the Panevėžys Regional Development Plan was submitted to the Panevėžys Regional Development Council.
